Balloons are mostly stretched evenly; howver, there are two points on the balloon where it's least stretched. These are located at the dark spot at the top and the tie at the bottom. At these areas there is low surface tension.

Drops of Surface Tension

The Water stays in drops because cohesion. This is when water is attracted to other water particles. Surface tension describes why it's able to stay in drops on a table cloth. When water is dropped onto a tablecloth it stays in spheres because the water molecules pull itself into a shape with the smallest amount of surface area.
